William Foard was born in 1924 in East Orange, New Jersey. He grew up in Wilmington North Carolina and Marion, South Carolina.

In February 1943, Foard entered US Army Air Corps, attending basic training at Miami Beach, Florida.

After several assignments at airfields across the south, Foard earned his wings and commission as a 2nd Lieutenant in May 1944. He then received orders to join the 357th Fighter Group, 8th Air Force, in Leiston, England, where he flew 23 combat missions in the P-51 Mustang.

From there, Foard transferred to a voluntary Fighter Group being formed to fly in the Pacific and was eventually assigned to the 339th Fighter Group at Fowlmere. He was then transferred back to the US, arriving after V-J Day.

Foard finished his active duty career at Drew Field, Tampa, Florida, where he was discharged in December 1945. He remained active in the Air Force Reserve until June 1972.

Foard earned a Bachelor of Science degree in Mechanical Engineering from Clemson University in 1949 and designed textile mill air conditioning systems. He retired at the age of 65 and continues to stay busy. He and his wife, Kat, have five children.
